CHAPTER 3. ORGANIZATION FOR ENVIRONMENTAL IMPROVEMENT AROUND AIRPORT
SUBSECTION 1. GENERAL PROVISIONS
(Purpose)
Article 18. The purpose of an Organization for Environmental Improvement Around an Airport is to plan measures for the prevention and alleviation of disturbance arising from aircraft noise in the area of an airport, for the improvement of the environment by enacting measures planned for the improvements around said airport, and, at the same time, to contribute to the improvement of the environment.
(Status of Juridical Person)
Article 19. An Organization for Environmental Improvement Around an Airport (hereinafter referred as “the Organization”) shall have the status of a juridical body.

Article 20. Only one such Organization for environmental improvement shall be established at each airport.
(Capital)
Article 21. The capital for the establishment of the Organization shall be the total amount of investment by the Government and the local public body concerned.
2. The Organization may increase its capital when necessary upon obtaining approval of the Minister of Transport.
3. The Government and local public body concerned may, when they intend to increase the amount of capital under the provisions of the preceding paragraph, invest in the Organization.
4. Any local public body which intends to invest in the Organization shall obtain approval of the Minister of Home Affairs.

Article 22. The Organization shall use the words “Organization for Environmental Improvement Around Airport” in its title.
